Data Marts

Consumer Outcomes
The Ohio Mental Health Consumer Outcomes System is an ongoing endeavor to obtain outcome measures for consumers served by Ohio’s public mental health system. It allows users to generate reports based upon data collected throughout the state and submitted to ODMH. This Web-based production database contains more than one million records relating to more than 300,000 unique consumers.

Multi-Agency Community Services Information System (MACSIS)
This automated payment and management information system for mental health services is a collaborative effort of ODMH, the Ohio Department of Alcohol and Drug Addiction Services and community boards. The combined ODMH/ODADAS outpatient payment information system compiles behavioral health care services for both Medicaid paid and non-Medicaid paid services.

Patient Care System (PCS)
This automated case management reporting system is used by ODMH’s regional psychiatric hospitals. It enables monthly data extracts about clients served during the fiscal year, such as admissions, discharges and diagnoses.

Forms, Rules and Guidelines

Accreditation, Licensure and Certification
Community mental health agencies, private psychiatric hospitals and residential facilities that provide mental health services are regulated through ODMH. To learn more about compliance with Ohio Administrative Code, visit our rules page.

Allocation Guidelines
ODMH receives funds from the Ohio Assembly and distributes those funds to local mental health systems that are administered by alcohol, drug addiction and mental health  (ADAMH) or community mental health (CMH) boards. The allocation guidelines set priorities for funding distributions and describe the initiatives funded.

Capital Projects
ODMH oversees construction at its regional psychiatric hospitals and also assists in the development of housing, program and consumer-operated services projects in the community. Forms and guidelines related to construction and renovation projects are available through our Capital Planning and Management Office.

Community Plans
The state fiscal year 2009 community plans submitted by ADAMH and CMH boards have been reviewed and approved by ODMH. For general information and documents related to the community planning process, visit the Community Plan Guidelines homepage.

Fiscal Reporting Forms and Templates
Fiscal reporting forms (DMH-FIS-040) are completed annually by each ADAMH and CMH board and submitted to ODMH. The data provides a complete picture of the types of services provided by mental health agencies and the corresponding expenditures and revenue in the mental health system.

Forms and Records Management
This section lists ODMH forms by category and name. Forms categories include: administrative, consumer reimbursement, fiscal, forensic, medical, pharmacy and PASARR. You can search forms by title and/or form number. Also included are links to state forms management and the Ohio Revised Code.

Health Insurance Portability and Accountability Act (HIPAA)
Enacted in 1996, HIPAA requires the U.S. Department of Health and Human Services to establish national standards for electronic health care transactions and national identifiers for providers, health plans and employers. It also addresses the security and privacy of health data.

Incident Reporting
Licensed residential and certified community agencies must track critical care incidents related to health and safety within their facilities. Incident notification reports can be submitting electronically using the Web-Enabled Incident Reporting System (WEIRS).

Medicaid
While the Ohio Department of Job and Family Services offers assistance to consumers applying for Medicaid benefits, the ODMH Office of Medicaid works with county mental health boards to assure that state Medicaid requirements are met by those providing mental health services to consumers.

Plans/Developments

Policy Memorandums
Through a system of numbered memos, ODMH communicates topics/issues that have policy significance or impact on mental health boards, mental health agencies, regional psychiatric hospitals and shareholder organizations. Memorandums released in the current fiscal year are sent out to specific partners, then posted on our Web site. Memos from previous years are archived.

A directory of county Board information generated by the Ohio Association of County Behavioral Health Authorities (OACBHA).

Grants and Scholarships

Block Grant
ODMH administers the federal Community Mental Health Services Block Grant from the Substance Abuse Mental Health Services Administration. The block grant is used to improve the quality of services by funding activities that encourage and enhance evidence-based practices, quality improvement, consumer outcomes and promote the values of recovery, resiliency and cultural competence.

Housing and Homelessness
ODMH is committed to ensuring that an array of safe, decent and affordable housing options is available for Ohioans experiencing mental illness. Through a variety of programs, ODMH partners with communities to provide match funding, capital funds or other supports that promote housing options and reduce homelessness.

Research
The ODMH Research Grants Program provides funds for research projects that are designed to address priority issues and questions of the Department and public mental health system. This program is open to researchers and graduate students from Ohio colleges, universities and other organizations. Scholarships and Technical Assistance
Scholarship and technical assistance funds are available to eligible consumer and family members to attend workshops, conferences or to participate in educational trainings. Mental Health America of Franklin County manages these funds statewide for ODMH. Transformation State Incentive Grant
The Mental Health Transformation State Incentive Grant is part of the federal response to the President’s New Freedom Commission on Mental Health. Ohio’s grant funds may only be used for infrastructure changes or development of service concepts that support a transformation agenda for health and related systems.
