Hospital Services of the Ohio Department of Mental Health
The state’s responsibility to provide hospital care is defined in Ohio’s constitution. Formerly focused on long-term institutionalization, today’s regional psychiatric hospitals have become small and specialized facilities providing short-term and intensive treatment as requested by local mental health boards. They also provide care to forensic patients who are committed by criminal courts.
Boards and Providers
The Ohio Department of Mental Health (ODMH) receives funds from the Ohio Assembly and distributes those funds to local mental health systems that are administered by alcohol, drug addiction and mental health (ADAMH) or community mental health (CMH) boards. Allocation guidelines set the distribution levels and priorities for funding.
Fiscal reporting forms are completed annually by each ADAMH and CMH board and submitted to ODMH. The data provides a complete picture of the types of services provided by mental health agencies and the corresponding expenditures and revenue in the mental health system.
The ODMH Office of Medicaid administers the Ohio Community Medicaid mental health program. The office oversees management of the program by local boards to assure compliance with all federal and state Medicaid requirements.
As part of the Office of Legal Services, the ODMH Licensure and Certification Office administers the licensure of private psychiatric hospital inpatient units and community residential programs. It also reviews and certifies community mental health agencies' services for compliance with state standards.
The Multi-Agency Community Services Information System (MACSIS) is the outpatient payment information system that compiles behavioral health care services for both Medicaid paid and non-Medicaid paid services.
The Pre-Admission Screening and Resident Review unit determines whether or not an individual who has an active diagnosis of mental illness meets Medicaid criteria for needing a nursing facility and specialized services.
