System Transformation

Transformation is underway in Ohio to better serve people with mental illnesses and emotional disorders. In the past two decades, Ohio has made great strides to move from institutional care to community care, move toward a recovery orientation, include consumers in decision-making processes, investigate and use evidence-based practices and work collaboratively across systems. But resources are tight, the system has become even more complex and many people with a mental illness seek care and rely on resources outside the mental health system – whether in primary health care, schools or the law enforcement system. To address these current issues as well as to prepare for the future, Ohio’s mental health system is engaging in various activities to transform itself into a cohesive, accessible and effective system of care for all who enter it so that they can live, work, learn and participate fully in their communities.

Transformation Activities

Transformation State Incentive Grant
The Mental Health Transformation State Incentive Grant is part of the federal response to the President’s New Freedom Commission on Mental Health. As one of seven states receiving funding, Ohio will serve as a platform for learning about what strategies and activities hold the most promise for transforming mental health and related systems. The grant funds may only be used for infrastructure changes, such as planning, collaborating, blended funding or developing service concepts, policies and procedures that support a transformation agenda.

System Finance Reform
The existing models for financing the behavioral health system do not necessarily reflect a focus on consumer needs and choices, nor do they reflect current system structure (community rather than institutionally based). To address this issue, a comprehensive and diverse set of stakeholders in the behavioral health system formed the Systems Finance Principles & Process Team to develop a sustainable financing model for the behavioral health system based upon a shared set of principles that supports a consumer focus.
