Transformation State Incentive Grant

Transformation is underway in Ohio to better serve people with mental illnesses and emotional disorders.  In 2005, Ohio received $12 million from the U.S. government's Substance Abuse and Mental Health Services Administration (SAMHSA) to enhance system transformation planning. This Mental Health Transformation State Incentive Grant (TSIG) is part of the federal response to the President’s New Freedom Commission on Mental Health. As one of seven states receiving funding, Ohio will serve as a platform for learning about what strategies and activities hold the most promise for transforming mental health and related systems. The grant funds may only be used for infrastructure changes, such as planning, collaborating, blended funding or developing service concepts, policies and procedures that support a transformation agenda.

Transformation Working Group

The Transformation Working Group (TWG) was established as part of the Transformation State Incentive Grant.  It is a multi-agency cabinet level group that is charged with examining and improving the approach to care across the many areas of government (e.g. health care, criminal justice, education) that touch the lives of people with mental illness and their families. The latest meeting minutes are available for download.

Content Working Groups

Several Content Working Groups (CWGs) were established as a result of the TSIG.  These multi-agency groups carry out the grant’s charge to develop strategic plans and oversee implementation of those plans.  The groups also develop and guide ongoing implementation of the Comprehensive Mental Health Plan (CMHP).

ODMH Office of Systems Transformation

The Office of Systems Transformation (OST) provides the overall leadership and management within the Ohio Department of Mental Health of the five-year Transformation State Incentive Grant (TSIG).  Transformation efforts are focused on interdepartmental initiatives leading to infrastructure and organizational culture change that support access to a continuum of high-quality, culturally-responsive services and supports. 

The OST organizes and facilitates meetings, including the bimonthly Transformation Working Group (TWG), which includes department heads of state agencies that provide or influence mental health services.  The OST also supports Content Working Groups (CWG) that focus on transformation in the following areas: access to care for youth, childhood trauma, criminal justice diversion and reentry, homelessness and housing, older Ohioans, employment, prevention and cultural competence.  Peer consultants are recruited and supported by the OST to provide leadership and consumer and family-member perspectives to all TSIG-funded activities.
