The Ohio Department of Mental Health (ODMH) is committed to protecting the rights of people receiving mental health services. These rights protect and promote their recovery.
ODMH carefully monitors the quality and effectiveness of mental health services provided to individuals to determine their effectiveness. ODMH also monitors funding allocations and grants to support the delivery and monitoring of community mental health services. ODMH provides protection and monitoring in these critical areas:
Client Rights & Advocacy
To achieve high quality mental health outcomes for consumers of mental health services, ODMH strives to ensure the protection of consumer rights through our Office of Consumer Advocacy and Protection.
Patient Care System (PCS)
This is the official system for patient data at ODMH. A wide variety of information is collected, including admission, discharge, billing, medication, legal and other information.
Web-Enabled Incident Reporting System (WEIRS)
Certified mental health agencies and licensed residential treatment centers report incidents to ODMH through the Web-Enabled Incident Reporting Systems (WEIRS).
Licensure and Certification
ODMH administers the licensure of private psychiatric hospital inpatient units and community residential programs. We also review and certify community mental health agencies' services for compliance with state standards.
Community Plans
Each year, ODMH engages consumers, family members, providers and other community constituents in a community planning process. This helps us identify mental health needs and develop a plan to meet those needs with available resources.
Consumer Outcomes
The Ohio Mental Health Consumer Outcomes System is a statewide approach to measuring consumer outcomes in Ohio's mental health system. A set of surveys measures how consumers are faring over time in the areas of symptom distress, functioning, quality of life, safety and health.
Outcomes Data Mart
The data generated from the Mental Health Consumer Outcomes System is housed in the Data Mart. It enables the creation of comparative benchmarks and helps improve accountability for public mental health funds.
Pre-Admission Screening and Resident Review (PASRR)
This unit determines whether or not an individual who has an active diagnosis of mental illness meets Medicaid criteria for needing a nursing facility and specialized services.
Block Grant
ODMH administers the federal Community Mental Health Services Block Grant. Its purpose is to improve the quality of services by funding activities that encourage and enhance evidence-based practices, quality improvement, consumer outcomes, as well as promote the values of recovery, resiliency and cultural competence.
Allocation Guidelines
ODMH receives funds from the Ohio Assembly and distributes those funds to local mental health systems that are administered by Alcohol, Drug Addiction and Mental Health (ADAMH) or Community Mental Health (CMH) boards.
Multi-Agency Community Services Information System (MACSIS)
This outpatient payment information system compiles behavioral health care services for both Medicaid-paid and non-Medicaid paid services.
Medicaid
ODMH manages the state’s Community Medicaid Mental Health Program. While the Ohio Department of Job and Family Services offers assistance to consumers applying for Medicaid benefits, ODMH works with county mental health boards to assure that state Medicaid requirements are met by those providing mental health services to consumers.
DMH-FIS-040 Report
This report is completed annually by each Alcohol, Drug Addiction, and Mental Health (ADAMHS) and Community Mental Health (CMH) board and submitted to ODMH. The data provides a complete picture of the types of services they provide and the corresponding expenditures and revenue.
