Measuring Outcomes Efficiently (MOE)

The Measuring Outcomes Efficiently, or MOE, group was established in December of 2008 in response to increasing pressure to streamline system function in response to the deepening recession. The charter of the group calls for a 50% reduction in burden from the current outcomes system. Final recommendations from the group, including recommended instruments, recommended procedures, and a high level information system design and basic system requirements, are due to the Department on April 15, 2009. The date of implementation for the recommended system is not yet set.

Final report

The final meeting of MOE was held April 14, 2009. The recommendations (large file) of the group were presented to Director Stephenson. The recommendations are now under review. Please stay tuned for further announcements.

Survey results

Numerous information has been gathered from agencies, boards, and consumers about outcomes. A survey conducted last summer and fall assessed the perceived costs and benefits of the outcomes system. A survey conducted in January asked for input about what the purpose of the outcomes system should be, what should be measured, and what should be done to make the system more efficient. A survey was conducted in March and April 2009 about preference for adult instrumentation options and youth instrumentation options (large file).

Information technology options

A set of information technology options for implementing the new outcomes system has been created. The MOE group still welcomes input about these options.
