Memorandum of Understanding Steering Committee

The steering committee works collaboratively to resolve a number of systems issues. Members of the group include: the Ohio Department of Mental Health, Ohio Department of Drug and Alcohol Addiction Services, Ohio Department of Job and Family Services, Ohio Association of County Behavioral Health Authorities, Ohio Council of Behavioral Healthcare Providers and consumer and mental health provider agency representatives. The group was initially formed as a result of a settlement reached in litigation. Currently, the group is working on issues and potential changes in the following areas:

• Providing more clarification on federal and state Medicaid regulations regarding Medicaid contracting and repayment of Medicaid funds
• Developing a compliance and utilization review program for the community behavioral health Medicaid program
• Drafting rules regarding claims processing to address issues with the Multi-Agency Community Services Information System (MACSIS)
• Revising interagency agreements between the Ohio Department of Mental Health, Ohio Department of Drug and Alcohol Addiction Services and Ohio Department of Job and Family Services to reflect enhanced monitoring and oversight activities related to assuring compliance with all federal and state Medicaid requirements
• Clarifying provider financial auditing requirements related to services and programs funded through Medicaid; reducing inconsistencies, duplicative or conflicting auditing requirements for behavioral health care providers
• Developing a statewide process for non-Medicaid contracting, which includes a procurement process and contracting standards
• Establishing and/or amending rules related to alternative dispute resolution
